House overwhelmingly passes reform bill for Florida public-private partnerships

On Tuesday, the Florida House passed a pair of bills seeking to reform the process the state uses to enter public-private partnerships.

LobbyTools reports the bill, which enacts a series of task force recommendations, will give more flexibility to entities entering into P3 agreement as well as streamline the process and regulate unsolicited P3 agreements.

If passed, the bill requires the Department of Management Services to keep copies of other P3 agreements, as a template for future projects.

Along with several “P3” reforms, the Legislature approved a public records exemption for unsolicited P3 agreements. Unsolicited proposals would also be protected from Sunshine Law requirements for meetings, until officials decide on accepting the budget.

SB 124, which LobbyTools notes was the main bill containing the public records exemptions, passed by an overwhelming 116-1 vote, despite facing opposition.
