Bill Galvano files latest round of “FHIX” repairs

Republican Senate Majority Leader Bill Galvano of Bradenton filed two new amendments to the Senate’s health care proposal on Tuesday morning.

One, the “timely-filed” barcode 852368, addresses the “sunset” provision that Rep. Cary Pigman took issue with yesterday during the House’s workshop on the so-called “FHIX 2.0” proposal to expand health care in Florida by expanding a privately run, largely federally-funded program of coverage for the uninsured.

It specifically enumerates several triggers that would cease the program at the end of the fiscal year — including the much ballyhooed federal participation threshold, which would end the program should the feds dip below their current funding level of 90 percent — plus clarifies new ones like a drop in matching increase levels based on actuarial projections.

The other, late-filed amendment 968888, further explicates work and education requirements for maintaining enrollment of the proposed insurance scheme. It specifies that on-the-job training through the state’s CareerSource program is required for unemployed recipients, and that caregivers for disabled wards, as defined in the federal Americans with Disabilities Act, must file an annual report to keep receiving assistance under the FHIX.

Both amendments will be taken up the bill is in committee today.
