Thursday on the Fox News program “Your World with Neil Cavuto,” Florida Gov. Rick Scott sounded the alarm yet again on the need for federal funding to battle Zika.
On this issue, and in this particular interview, there were a few interesting rhetorical pivots.
One was the repeated assertion that, when it comes to Florida, “we need a federal partner.” An interesting position to take in light of recurrent battles over Medicaid expansion.
Another interesting point: Scott’s take that “Congress has failed to act.”
“I’m very disappointed that Congress failed to act before going on vacation,” Scott said. “Zika’s not going on vacation.”
Without the Republican Congress authorizing the resources Florida needs, it’s left to Scott to appeal to Obama.
Scott said that he had met with the Health and Human Services secretary already to voice his concerns.
“The president needs to do his part,” Scott said, and the Obama Administration “needs to be a partner.”

Scott noted that the Centers for Disease Control said effects would be felt domestically in a matter of weeks, and pointed to problems in Puerto Rico and Brazil as examples of how the situation can deteriorate.
“We watched what happened,” Gov. Scott said, and “we can’t get behind.”
“Once it happens,” Scott added, “it can explode,” citing impacts throughout the interview from the heat, the Olympics, and travel.
“Treat this like a hurricane,” Scott urged.
A concern for Scott: “only 20 percent of cases show symptoms.”
