Marshall Stranburg, executive director of the state’s Department of Revenue, told his employees on Monday that he’s quitting the post to take a position in Washington.
The news was revealed in an interoffice email provided to FloridaPolitics.com. Revenue Department spokeswoman Renee Watters confirmed the email later Monday morning.
Stranburg has been one of three agency heads in Gov. Rick Scott‘s cross hairs to replace. Insurance Commissioner Kevin McCarty and Office of Financial Regulation Commissioner Drew Breakspear are the others.
Stranburg, with the state since 1991, was paid $129,000 a year, state salary records show.
“We appreciate his service to the state and we wish him the best of luck in his next endeavor,” said Jackie Schutz, Scott’s communications director.
In a somewhat melancholy email to Revenue workers, Stranburg told them “we have gotten to know each other and I have come to think of you not merely as co-workers, but as my work family … It has been a pleasure and honor to be part of your lives and careers.”
Stranburg said he accepted a position as Deputy Executive Director of the Multistate Tax Commission, an intergovernmental agency that works on uniformity in taxes among states.
His last day with DOR will be April 1.
“Taking this new position is very bittersweet for me,” he wrote. “While I look forward to the new challenges and opportunities at the Commission, I will be leaving many friends behind and taking with me many fond memories of my years at the Department.
“The Department has been – and will continue to be through your efforts – one of the best places to work,” he added. “You are true professionals in the way you perform your duties and how you represent the Department.”
According to an online bio, he was previously the department’s General Counsel, starting in October 2007.
Since first joining the Department in 1991, he has also served as Deputy General Counsel, Chief Assistant General Counsel for General Tax Administration, and Assistant General Counsel.
In addition to serving as a legal adviser to the Department for many years, he has made numerous presentations and is known and respected nationally in matters of state taxation. Marshall was selected by State Tax Notes as a Top 10 Tax Administrator for 2011. His work has primarily been related to Florida’s corporate income tax, sales and use tax, nexus questions, voluntary disclosures, and on many other topics and issues.
He received his J.D. from the University of Tulsa and LL.M. in Taxation from the University of Florida. Marshall is a member of the Florida Bar and the Oklahoma Bar.
