On Wednesday, Gov. Rick Scott announced 11 appointments to a variety of state regulatory boards, as well as two on state judicial benches.
Scott began the latest wave by appointing Patricia Strowbridge to the Ninth Judicial Circuit Court.
Strowbridge, 54, of Windermere, has been Legal Services Director for A Chosen Child, Inc. since 2014 and previously served as its Executive Director from 1999-2014. She has been the owner of the Adoption, Surrogacy and Family Law Firm, P.A. since 1989. Strowbridge has served on the Board of Directors of the Florida Adoption Council since 2002. She fills a vacancy created by the resignation of Judge Robert M. Evans.
“Patricia has demonstrated true dedication during her more than two decades of working with Florida families,” Scott said. “I know she will use her experience to continue serving families honorably as a member of the Ninth Judicial Circuit Court bench.”
Scott also appointed Elizabeth J. Starr to the Orange County Court.
Starr, 41, of Windermere, has served as Central Florida Bureau Chief of the Consumer Protection Division for the Office of the Attorney General since 2004. She previously served as the Senior Assistant General Counsel for the Department of Financial Services Office of Financial Regulation from 2003-2004, and as an Assistant State Attorney for the Eleventh Judicial Circuit from 1999-2003. Starr is a member of the Florida Bar Ninth Circuit Grievance Committee and is a multi-year recipient of the Davis Productivity Award. She fills a vacancy created by the appointment of Judge James Craner to the Circuit Court.
“Elizabeth has demonstrated the qualities that make a great judge,” Scott said. I am confident that she will continue to faithfully serve Floridians in her new role on the Orange County Court bench.”
Suwannee River Water Management District
Scott reappointed Kevin Brown to the Suwannee River Water Management District.
Brown, 57, of Alachua, is the owner of Creekside Appraisals. Brown received his bachelor’s degree from the University of Florida. His reappointment is for a term ending March 1, 2019.
The appointment is subject to confirmation by the Florida Senate.
Scott appointed Kari Riddle to the Board of Athletic Training, established to ensure every Athletic Trainer practicing in this state meets minimum requirements
Riddle, 40, of Plantation, is an athletic trainer with the University of Miami Hospital. She succeeds Heather VanOpdorp for a term ending October 31, 2018.
The appointment is subject to confirmation by the Florida Senate.
Scott appointed Veronica Wold to the Barbers’ Board, responsible for licensing and regulating Florida barbers.
Wold, 45, of Crawfordville, is a government operations consultant with the Department of Corrections. She fills a vacant seat for a term ending October 31, 2017.
The appointment is subject to confirmation by the Florida Senate.
Florida Industrial and Phosphate Research Institute
Scott made three appointments to the Florida Industrial and Phosphate Research Institute, a state research unit within Florida Polytechnic University. The FIPR Institute focuses primarily on phosphate-related research, but now includes non-phosphate topics such as energy, mining and processing of minerals other than phosphate.
Terrence Baker, 59, of Lake City, is the senior director of environmental and mine development for PotashCorp. He succeeds Herschel Morris for a term ending September 30, 2016.
Jeffrey Narrow, 54, of Lithia, is the director of engineering for Mosaic Fertilizer LLC. He succeeds Michael Daigle for a term ending September 30, 2017.
Mark Rachal, 36, of Tampa, is the sanctuary manager for Audubon. He succeeds Ann Paul for a term ending September 30, 2016.
Electrical Contractors Licensing Board
Scott reappointed John Cannava and Timothy Chinchor to the Electrical Contractors Licensing Board, which is responsible for licensing and regulating electrical contractors.
Cannava, 67, of Juno Beach, is the president of PI Electric Inc. His reappointment is for a term ending October 31, 2018.
Chinchor, 53, of Enterprise, is the president of Chinchor Electric Inc, Division 3 Weapons, and Div 3 Inc. His reappointment is for a term ending October 31, 2018.
The appointments are subject to confirmation by the Florida Senate.
Treasure Coast Regional Planning Council
Scott also made two appointments and one reappointment to the Treasure Coast Regional Planning Council.
Reece Parrish, 61, of Fort Pierce, is a senior detective with the Florida Department of Financial Services Fraud Division. He fills a vacant seat for a term ending October 1, 2015.
Mark Llano, 46, of Wellington, is the president and chief executive officer of Source One Distributors. He fills a vacant seat for a term ending October 1, 2015.
Tobin Overdorf, 45, of Palm City, is the president and founder of Crossroads Environmental. His reappointment is for a term October 1, 2017.
The appointments are subject to confirmation by the Florida Senate.
