One Spark is one of Jacksonville’s cornerstone events, and the man behind it, Peter Rummell, is also one of the key behind-the-scenes supporters of the Lenny Curry administration, as has been amply documented.
With that convergence in mind, it’s perhaps inevitable that Curry’s City Hall would be considered as a platform for art at the 2016 One Spark festival.
A proposal emailed to an administration member from a One Spark rep includes the following, quoted in full:

City Hall would be the primary indoor venue for our Art Village during One Spark 2016 (specific name will change, but this area would be for artists)

Festival Hours are 11am-8pm….Thursday-Saturday, April 7-9, 2016.

Only “non-performance” art in City Hall, such as paintings, sculptures, etc. No music inside.

Host Up To 22 Creators (of 50 total creators in the Art Village; the village would included outdoor venues of Duval St., Monroe Street, and Laura Street, in and around Hemming Park)

Up to 10 Creators in the Atrium (6 Around the outside wall and 4 in the center)

4 Creators in the Don Davis Room

6 Creators in the Lynwood Roberts Room

2 Creators in the Outdoor Foyer

Ability to Place Large “One Spark Art Village”, Signage either on Or at the front of the building. Signage would have Village Sponsor name.

Ability to Add one 10 Ft Tall One Spark signature “1” sculptures (we will have multiple 10-ft tall “1” (for One Spark) sculptures around the festival). An alternative… if large sculpture project is curated into the festival, we’d like the ability to place it in the center of the foyer. If either happens, we would remove 4 Creators from the foyer.

Do NOT need access to Hogan Street, Laura Street Hallways or Evaluators (except perhaps creator access to restrooms). Need to discuss potential security solutions to improve attendee experience and access to foyer and 2 conference rooms, locking down the rest of the building.

Ability to add musical entertainment Outside at the Duval St. Entrance to attract people to the venue.

Artist Access to foyer, up to 48 hours in advance of the Festival for set-up…particularly for large pieces.
City Hall, which isn’t typically open to the public 24 hours a day, would be a hotbed of activity if the proposal goes through as it is configured. Those “potential security solutions” in item 11 would be interesting. As would the “musical entertainment” in item 12 and the artist access to the foyer.
