Gov. Rick Scott announces 23 state board appointments

On Friday, Gov. Rick Scott made 16 appointments and seven reappointments to a variety of state regulatory boards.

South Florida Regional Transportation Authority

Scott began with three reappointments to the South Florida Regional Transportation Authority, which covers Broward, Miami-Dade and Palm Beach Counties and is the fifth largest urbanized area in the U.S. with more than 5 million residents.

Andrew Frey, of Miami, is the principal of Tecela. He’s executive director of Townhouse Center. Frey’s reappointment is for a term ending Aug. 1, 2019.

Frank Frione, of Boca Raton, is towner and chief executive officer of GFA International Inc. He’s president of the Construction Association of South Florida, and vice chair of the Downtown Development Authority of Delray Beach. Frione also is a member of the Downtown Advisory Board of Boca Raton. His reappointment is for a term ending Aug. 1, 2019.

James “Jim” Scott, of Fort Lauderdale, is chairman of Tripp Scott PA. He was president of the Florida Senate from 1994-1996, a member of the Florida Senate from 1976-2000, and on the Broward County Commission from 2000-2006. Scott’s reappointment is for a term ending Aug. 1, 2019.

All three appointments are subject to confirmation by the Florida Senate.

Southwest Florida Water Management District

Scott next announced the appointments of John Henslick and Kelly Rice to the Southwest Florida Water Management District. SFWMD handles water use and preservation for about 10,000 square miles in all or part of 16 counties with a total population of 4.7 million people.

Henslick, 64, of Myakka City, owns Henslick & Associates. He has worked as a professional environmental consultant since 1980. Henslick fills a vacant seat for a term ending March 1, 2017.

Rice, 47, of Webster, is president of Physical Therapy Services of Brooksville Inc. and the Rice Cattle Co. He is also the broker and owner of Century 21 Prime Property Resources Inc. Rice is chairman of the Lake Sumter State College District Board of Trustees and has been a member of the Withlachoochee River Basin Board. He fills a vacant seat for a term ending March 1, 2019.

Both appointments are subject to confirmation by the Florida Senate.

Early Learning Coalition of Broward County

Scott announced the appointment of Dolly Trevino Rump to the Early Learning Coalition of Broward County. ELC oversees an annual budget of nearly $90 million, serving more than 26,000 children, from a combination of federal, state, county, local, and private sources. The coalition manages two statewide early education programs:  School Readiness and Voluntary Pre-Kindergarten.

Rump, 54, of Coral Springs, is vice president at Continental Public Adjusters, Inc. and is on the Broward County Advisory Board for Individuals with Special Needs. She succeeds Laura Gambino for a term ending April 30, 2018.

Broward College District Board of Trustees

Scott named Dr. Rajendra Gupta and Mike Rump to the Broward College District Board of Trustees.

Gupta, 68, of Fort Lauderdale, is a physician at R.P. Gupta and Associates. He has been on the Florida Atlantic University Board of Trustees. Gupta succeeds Sean Guerin for a term ending May 31, 2019.

Rump, 55, of Coral Springs, is president of Continental Public Adjusters, Inc. He’s president of the Florida Association of Public Insurance Adjusters Board of Directors. Rump succeeds Pamela Stephany for a term ending May 31, 2019.

Gulf County Board of County Commissioners

Scott then appointed Jerry Barnes to the Gulf County Board of County Commissioners.

Barnes, 71, of Port Saint Joe, was a Gulf County County commissioner from 2000 to 2008 and Port Saint Joe city commissioner from 1998 to 2000.  He will fill a vacancy created by the resignation of Warren Yeager, for a term ending Jan. 3, 2017.

Manatee County Clerk of the Circuit Court

Scott named Angelina Colonneso as the Manatee County Clerk of the Circuit Court.

Colonneso, 47, of Bradenton, is now Clerk Ad Interim for Manatee County. She has been general counsel to the Clerk’s Office since 2012 and a member of the Manatee County Bar Association, the Association of Women Lawyers, and the Leadership Manatee Alumni Association. Colonneso will fill the vacancy created by the passing of R.B. “Chips” Shore, for a term ending Jan. 3, 2017.

Florida Board of Dentistry

Scott also made one reappointment and three appointments to the Board of Dentistry, which governs the licensing and practice of dentists and dental hygienists throughout the state.

Dr. Joe Thomas, 55, of Vero Beach, is a dentist and owns Dr. Joe Thomas Dentistry. His reappointment is for a term ending Oct. 31, 2018.

Dr. Joseph Calderone, 60, of Longwood, is a dentist with DeBary Dental Care. He succeeds Dr. Wade Winker for a term ending Oct. 31, 2018.

Dr. Claudio L. Miro, 52, of Miami, is a dentist and the owner of Miro Dental Centers. He will succeed Dr. Leonard Britten for a term ending Oct. 31, 2019.

Dr. Naved Fatmi, 32, of Boca Raton, is a dentist with Regency Court Dentistry. He will succeed Dr. Daniel Gesek for a term ending Oct. 31, 2019.

Each of the appointments is subject to confirmation by the Florida Senate.

Medicaid Pharmaceutical and Therapeutics Committee

Lastly, Scott announced the appointments of three and the reappointments of six to the Medicaid Pharmaceutical and Therapeutics Committee, created in 2000 to develop and implement a voluntary Medicaid-preferred prescribed drug designation program.

Dr. Richard “Rick” Foley, 41, of Sorrento, is a consultant pharmacist at Omnicare Central Florida and a professor of Geriatrics at the University of Florida’s College of Pharmacy. His reappointment is for a term ending June 30, 2017.

Dr. Natasha Robinson, 38, of Pembroke Pines, is the pharmacist team manager at UnitedHealthcare Optum. Her reappointment is for a term ending June 30, 2017.

Dr. Mark Hudak, 61, of Jacksonville, is a pediatrician at the University of Florida College of Medicine Jacksonville. His reappointment is for a term ending June 30, 2017.

Dr. John Bailey, 56, of Tallahassee, is a psychiatrist at John Bailey, D.O., LLC. His reappointment is for a term ending June 30, 2017.

Dr. Julie Price, 43, of Punta Gorda, is a spine consultant for Medtronic. Her reappointment is for a term ending June 30, 2017.

Jennifer Lalani, 54, of Windermere, is the district pharmacy manager of CVS Health. Her reappointment is for a term ending June 30, 2017.

Dr. James Zenel, 55, of Tarpon Springs, is a psychiatrist at James A. Haley Veterans’ Hospital. He succeeds Gary Winchester for a term ending June 30, 2017.

Dr. Alan Smith, 65, of Tampa, is a physician medical director with WellCare Health Plans. He succeeds Timothy Sternberg for a term ending June 30, 2017.

Jill Hanson, 42, of Parkland, is vice president of pharmacy operations for Sunshine Health. She succeeds Philip Stalas for a term ending June 30, 2017.
