Office of Insurance Regulation announces high-level changes

As Gov. Rick Scott seeks to replace Florida insurance regulator Kevin McCarty, the Office of Insurance Regulation has announced several strategic moves.

Although staff changes have been forthcoming for a while, Steve Bousquet of the Tampa Bay Times reports they are unrelated to McCarty’s standing with the Governor and the Cabinet.

Rebecca Matthews, McCarty’s chief of staff, leaves after next week for a post as executive director of the Florida Healthy Kids Corporation. Replacing Matthews is Belinda Miller, currently OIR’s general counsel.

Richard Koon, now serving as deputy commissioner of property and casualty insurance, is also leaving for a job in the private sector. Koon’s replacement is David Altmeier, currently head of the agency’s P&C financial oversight entity. The new OIR general counsel is Anoush Brangaccio.

Bousquet writes that insurance-industry news service SNL first reported the departures of Matthews and Koon.
