Tuesday evening saw the first Jacksonville City Council meeting of the Lori Boyer presidency. Though the agenda was light, it wasn’t empty.
For starters, there was bill to make animal cruelty complaints more enforceable.
Time limits for permissible noise were cut to 20 minutes. And instead of requiring two corroborating witnesses, one witness, whose testimony was bolstered by video, was to be allowed.
This was passed without discussion.

Also of interest: a bill appropriating $317,873.28 from debt service savings to reimburse the District 10 bond account for “prior ineligible expenditures” in 2011 and 2012.
The bill summary lays out what happened there.
“It has since been determined that the funds were spent on an affordable housing consultant services contract and not expended for ‘recreation or public works capital outlay’ as required by the Code. This bill appropriates funds that were budgeted for debt service payments in the Banking Fund but were not needed for that purpose to the District 10 bond fund to replace the funds spent on the ineligible purpose.”
One of the principals of the company on the hook for said “prior ineligible expenses” back then is Mayor Lenny Curry’s current Chief of Staff, Kerri Stewart.
Council President Boyer had talked about a potential “perception issue” for Stewart last month, but as these things sometimes go, that issue ended up siphoned down the memory hole.
This bill, likewise, passed without discussion.
