‘Your rights will get you dead and arrested’: Pasco woman sues Sheriff’s Office saying it violated rights with ‘predictive policing’

A Pasco County woman is suing Pasco Sheriff Chris Nocco after she said deputies enforcing the agency’s controversial Intelligence-Led Policing (ILP) program violated her constitutional rights.

Eileen Kates is the latest Pasco resident to accuse the Pasco County Sheriff’s Office (PCSO) of violating constitutional protections through its predictive policing program, which Nocco himself has likened to prescience in the film Minority Report.

Kates said deputies searching for her son, who was on parole related to an aggravated stalking conviction, engaged in a campaign of intimidation and harassment in an effort to keep tabs on her son.

Nocco established the program shortly after taking over the organization in 2011. The ILP program targets individuals who it finds likely to reoffend using their criminal history and intelligence gathering. Nocco praised the program for reducing crimes like car theft and burglary in the county, even though nearby jurisdictions saw similar reductions without predictive policing.

But details of the program were not made public until a 2020 Tampa Bay Times investigation. The Times found Nocco’s deputies made repeated visits to the homes of family and individuals associated with a targeted offender. Often, the deputies would visit those individuals at random hours of the night and morning without a warrant or suspicion of a crime. Under the program, deputies also would use minor code enforcement violations as a reason to question and even arrest family members of their targets.

One former deputy told the Times the program was less about crime prevention and more about making “lives miserable until they move or sue.”

The Times investigation uncovered bodycam footage of some ILP visits displaying the questionable behavior.

Kates said she experienced all that and more after her son was released on parole and became a target of ILP.

According to Kates, deputies began showing up to her house to look for her son in March. When she informed deputies her son didn’t live there, she said they took information on vehicles or searched around her property.

The lawsuit describes several instances.

“On March 21, 2021, at around 2 a.m., several PCSO deputies returned yet again to Ms. Kates’ home in what quickly became a patently clear attempt to harass and intimidate. PCSO deputies proceeded to search the curtilage of the home, patrolling the backyard, walking around the screened lanai, and peering into the home, using flashlights to aid their search. After banging loudly on the door and startling Ms. Kates and her family, PCSO deputies again asked for Ms. Kates’ son. Ms. Kates again informed deputies that Ryan did not reside there, and repeatedly asked deputies to leave her property, but deputies did not acquiesce for some time,” the suit said.

Kates said the deputies acted above the law on many occasions, including when she tried to defend herself after multiple late-night investigations at her home.

“Ms. Kates told the deputies that their behavior amounted to harassment and if they kept showing up without a warrant, she would have to call the cops to report them,” the suit said.

“One deputy responded, ‘We are the cops’ while another deputy told Ms. Kates that if she called 911 on them, she would be arrested. Ms. Kates responded that she knew her rights to which PCSO Deputy Hamilman responded, ‘Yup your rights will get you dead and arrested.’ Deputies then turned their attention to collecting vehicle information and discussing what citations they could give Ms. Kates regarding a vehicle on her property.”

Florida Politics has reached out to PCSO for comment, Deputy Hamilman’s full name and more.

According to the suit, deputies cited a code enforcement violation over the numbering of her home to justify coming on her property. When she asked whether other homes in the area also were cited, she was told, “Nope, but they’re also not hiding someone who is committing a felony,” the suit said.

“Ms. Kates has become crippled with fear and is often unable to leave her home for even basic needs as she is afraid of police retaliation,” the suit said. “This is especially true when PCSO deputies are constantly stationed outside her home.”

Kates said the Sheriff violated her First Amendment right to free association with her son; her Fourteenth Amendment protection of freedom from arbitrary, irrational and pretextual enforcement of the law; and her Fourth Amendment protection from unreasonable search and seizure. She is seeking monetary damages as well as an end to the ILP program.

In a statement to Florida Politics, Public Information Officer Amanda Hunter defended the agency and its practice.

“The Pasco Sheriff’s Office is aware of the lawsuit and looks forward to defending these allegations in the appropriate forum,” Hunter said. “To date, the Pasco Sheriff’s Office continues to be successful in defending against similar, frivolous lawsuits. As a reminder, intelligence-led policing is a philosophy that began in the United Kingdom in the 1990s, was not developed by the Pasco Sheriff’s Office, and is currently employed by numerous law enforcement agencies across the Tampa Bay area and the state of Florida. The ILP philosophy attempts to connect those who have previously offended with resources to break the cycle of recidivism. This ILP philosophy has lead to a reduction in crime and reduction in victimization in our community and we will not apologize for continued efforts to keep our community safe.”

According to Pasco County Court records, Kate’s son was arrested in June on stalking and assault charges.

    In my personal opinion this sounds like an impermissible Selective Enforcement violation of Equal Protection based on this lady’s familial relation to a previously arrested person. If what she alleges is true that’s simply unethical. Further – Unreasonable search and seizure is one of the reasons the US fought the war of independence from the UK. Pasco Sheriffs Office saying the UK came up with this ILP crud doesn’t excuse or justify this really bad idea and overextension/abuse of police power. Maybe they should wear red coats while they violate personal rights in Pasco. Next good idea for you Pasco – defend your human rights policies because China developed them.

      I don’t see to where the sheriff’s office was wrong. Her son did the crime he should do the time and she shouldn’t be trying to protect him. He did something wrong tell them the truth about where he is so he can be punished under the law. Not try to hide him out. Make him responsible for his own actions. I didn’t hide my son when the cops came. He did the crime he had to take punishment for his crime. It’s called having ethics and teaching your child the same .

        The mother told PCSO that her son didn’t live there and after they searched and didn’t find him they should have left immediately. They chose to stick around for a while to find a reason to justify themselves. That’s not right at all. That’s harassment. They have to have a warrant. Apparently they didn’t.

        I understand what you’re saying but obviously he didn’t live there and his Mom obviously wasn’t trying to hide him. To subject his Mom or any member of her family to this type of harassment is not legal. I hope she wins her lawsuit against them. Maybe they’ll stop this disgusting practice.

          It appears to me that Pasco’s deputies are stalking and harassing his mother. If it is illegal for a citizen to do it, it is unlawful for a cop to do it. To believe otherwise divides us into a caste system.

        i think the problem is the harrasment that say for instance when the one woman had to go to a girl scout meeting and was arrest even though her son was in Hillsborough County . I was a policeman at a very age in my life. I was taught to do my job well and respect others with compassion. They seem to have no compassion for others, some of them. They are some quality people who work for pasco sheriffs office .And some seem to think they are above the law or its ethics. It should read Serve and Protect , that includes everyone . No they try to keep you in there grasp. Why be a tyrannt? And treat people like garbage and dont give you caddy judgement on others. You have no idea what those people have going on and you spit out your opinion ! That were you wrong. Serve and Protect not Fight As One . Who are you fighting the citizens .

        He was on parole when this all occured. Also you can’t under the law target and harass the family of a suspected criminal. That’s the problem with a lot of people now days they don’t want to follow the laws as they are written and intended. Those rights are there for a reason. Or do you disagree with the founders? You ever let govt violate them for the people you don’t like don’t be surprised the day they are violating yours. Maybe that means we have more crime. That’s ok with me. Under your thinking its the same as saying it’s if a 1000 guilty are behind bars then 1 innocent wrongly convicted is acceptable. I would rather 1000 guilty go free than 1 innocent lose their freedom. Freedom is sacrifice and compromise. Same as you must fight to keep freedom alive you must accept that there is a price for freedom in that even the people you don’t agree with are entitled to that freedom and rights you so enjoy. If freedom isn’t your thing Canada is close, the UK or several other authoritarian European nations exist. I’m not even doing the ole go to China or north Korea bit. Id no sooner want to live in a European surveillance state that has no guarantee of rights in their nations charter. This is still America for the time being and Florida of all places is supposed to be the shining example of that especially in these times. I love my home state for having the don’t give a crap attitude regardless of blue or red. The spirit of the Floridian is one of wanting to be left alone regardless of party. We work hard and want to enjoy the play part. We shouldn’t participate in anything that resembles authoritarian policies we are better than that. I’ll accept the danger to keep the most precious prize of all.

        Thats not ethics what you did. She should not tell on her son. It’s not her job first and that’s the job of law enforcement. She didn’t commit a crime. You’re doing what the current Administration is wanting us to do. Snitching out our family members for not conforming to the powers-that-be. Selling your son out is sad. Blood is more important then some stupid statutes that aren’t really even laws that are constitutionally protected.

        Please, take your rose colored glasses off Karen, and watch the body cam footage. It isn;t just the cops looking for a wanted individual. It repeated harassment that turns into more. Just because her son is not there and does not live there does not give PCSO the right to harass, assault or intimidate these people. “Yup, your rights will get you dead and arrested”?! That’s the most professional response an officer of the law could give. PROTECT AND SERVE…NOT HARASS, ASSAULT, THREATEN or INTIMIDATE.     I think it’s a great idea. Many Family Member’s of Criminal’s tend to deny, protect and deflect for the criminal family member(s).
    My Daughter was a Victim of a repeat Sexual Offender who is now serving four consecutive life sentence’s. That Sexual offender was released 1 month prior to attacking my Daughter. He was suppose to be on house arrest, taking medication’s and ordered to stay away from children. His “Mother, Father and Brother” allowed him to reside with them in a mobile home community where there were children residing up and down his street and throughout the neighborhood. His Family allowed him to leave their home so he could dumpster dive for can’s. After my Daughter’s attack, his Brother drove him to a Hernando Truck Stop so he wouldn’t get caught by the Pasco Sheriff’s Dept. They caught sitting on the side of Northbound I-75. He told the Deputies that he was trying to get to Michigan where family was waiting for him, but he was too tired from walking.
    So forgive me if I err on the side of extreme caution when it come’s to believing a criminal’s immediate and non-immediate family and close associate’s..most are biased in favor of their family member over the Victim of the crime.
    So yes, I am fully in favor of this ILP Program that Sheriff Nocco and other Florida Law Enforcement Agencies use. Keep up the Great Job!

      Targeting children that have certain situaltions and liwer grades andxtargeting homes of people After the people are released from prison, not to arrest the individual but simply because at sone time they were arrested is BS!!! Im very sorry what happened to your daughter, but that was not the norm. People should not be harrasessed by the police becausecthey might someday commit a crime.

        That’s PAROLE, not PROBATION. The former means he’s still serving his sentence and needs to check-in weekly (or something). Maybe he didn’t check in with his PO? Who knows. Either way, he’s probably a scumbag and needs PAROLE revoked and needs to be returned to jail. Too many times these scumbags get out on PAROLE and re-offend. With something worse…every day I read about it, and I’m sick of it.

          Spoken with true incompetence. And so quick to judge. One of my closest friends, after having an established life and career, went down a wrong path, ended up doing 2 years in prison. Fast forward 3 years, he’s currently a Certified Senior Master Technician and a well known and popular Dealership in the Pasco area. He was on parole for a year, so I guess he’s a scumbag, didn’t deserve a second chance, right? Let me tell you, he is an awesome human being, has a well respected and earned position as the very top of the ladder, the Service Foreman, and there couldn’t be a better person in that position. He’s remarried, has a good wife and her son, lives in a nice house, in a quite neighborhood. And you know what, even if you knew his past, and spit it in his face, and called him a scumbag, though he can definitely wreck stuff, his not a little dude, he would still lend you a hand, or help you if you need it or asked, even after making that statement about individuals who have a D.O.C. past. So feel free to exercise your free speech, and pass your judgement and opinion, but knowing now the your are in the wrong, make sure you pass some of that judgement to that man you see in the mirror everyday too.

          Where in your comment did you address the issue that we’re talking about. She wasn’t harboring a parolee, and committed no crime. Yet was harassed and threatened because the police were frustrated in their inability to do their job. Maybe he didn’t check in..? Where is that the mother’s problem? I’ve been following this lady’s story since it came out, and I’m glad she’s taking a stand. Many, many others, including myself have fallen prey to the PCSO and there Rights violating, dictatorship, vigilante like tactics. I have cameras covering my whole property, not to catch citizen criminals, but to catch the criminals with badges.

      The difference being, the mother was NOT assisting her son, their repeated attempts were not prosperous. She committed ZERO crimes and was harassed, ridiculed, and then threatened by the very institution sworn to uphold the very rights they time and time again egregiously violated. How is this the same? What happened to your daughter was
      unconscionable, but he violated his home confinement and the was aided and abedded a criminal. See the difference?? Since we’re taking swipes at PARENTING, where were you ma’am while all of this happened to your daughter? In a trailer, not supervising.     My family are also victims of the pasco county sheriffs depart harassment program it got to the point where my dog was shot and killed and we all were evicted thought we paid our rent and bills for the month at the time my father was 72 year old out on the streets with no where to go along with my self also i would like some information on this and who i can contact regarding getting involved this has effected my life ever since been on the streets ever since then pretty much living here and there with power and sometimes without power have not had a true home in years if it was not for the volunteer way soup kitchen i would not be able to shower except in a cold ass hose no toilet no kitchen lives been pure hell since this program started i am so depressed now its not funny when i used to be so happy please help me my father is now 75 and with this covid i cant find a place to live and prices are thur the roof this is not fair to law biding citizens over this mess

      My family was also harassed and bullied by the Pasco sheriff’s office. They violated my rights when I told them they had to have a search warrant to come on the property. They said they didn’t need a warrant that they had an anonymous phone call. . After several threats from the officer who stated he was also the county code enforcer, we let them search 🔍. When they didn’t find what they were looking for the code enforcement/ sheriff did the same thing to us . He gave us citations for not having our street# on the side of our door of our home plus several other citations Because the property is in my mom’s name they sited my 81 year old mother with the tickets and a court date. The judge wouldn’t wouldn’t let my mother explain the situation. The sheriff’s office was doing this because I was released from prison on a sales charge. I did my time and was out with CRD that is the same thing as probation. They accused me of selling drugs. I agree 💯👍 with this lady. I think it should be a (me too )lawsuit and everyone they have bullied should step up…. Just saying. If they read this I’ll probably be harassed even more

    No… to the this is OK. I have no family here at all. My great grandfather was a union soldier. I had a mezuzah on my door. Aka 10 commandments… They sent code enforcement after me like I was the most evil creature in the universe to force me into stone garden. Then when that didn’t work they started putting my address on criminals records and sending their mail to my house. While I was moving out after 3 years of living hell they sent code enforcement after me over putting things in my yard to load the next morning and gave me 24 hours to finish my move even though I paid up my rent over a month so I could take my time to move. I am happy my children grew up and went on to live healthy lives in other states because to destroy a fugly old woman they would have targeted my children. They went at me like wolves on a deer. In all my 60 years of life I have never been so scared of living as I am in Pasco. Code enforcement charged me for painting my own living room without a license while the male that now lives in that house openly violates multiple codes and they say nothing. They hit me for moving while there was still a covid shut down. So they wanted me so bad they risk getting covid. My crime is not having a social life because I pay my bills and not being healthy. So I have a slipped disc in my neck that makes every low class nobody in Pasco County think that I’m a crackhead or something like that whatever drug it is causes young people’s next not to be sturdy. But have had that slip disc all of my life. It’s very expensive to get it fixed. And the way they harassed me I brush me off like I’m nothing I’m not going to be able to save the money in this lifetime for that. The other thing that gets me in trouble here I am allergic to pork. It is a real allergy look it up. That makes me a terrorist. But now considering that that particular allergy causes my brain to swell up if I was to suffer through it in order to appease the creatures of Pasco County it could very easily lead to an epileptic episode if not two charges of driving under the influence so while I was dying on the floor with epileptic they would be like treating me for a drug overdose because basically that’s the respect that they have four people in Pasco County. These people here are being herded and they’re not ashamed to admit it in the authorities here they’re really proud of being able to hurt human beings as if they’re something less than sheep or cattle. Because at least sheep or cattle get fed well. This place reminds me of when Scientology moved into Clearwater to take it over. Anyone who is not them is not human. So every week there was sending somebody out to flatten my tires, there’s nothing legal I could do about it because it was under the thousand dollar limit. After a while I got to be well over the thousand dollar limit so every week the two weeks I had to go buy a new tire at $200 a pop add it up. I could have purchased a condo on Indian Rocks Beach for the amount of money it caused me to live and a trailer in Pasco County. I don’t sit there taking down know you couldn’t because I moved here from Indian Rocks Beach. I told look like it was going to get some rest and some fresh air however the code enforcement will tell you this but they’ve made it so impossible for people to maintain their septic tanks the night air is more sewer gas than it is air. Then I buy agricultural land just to have a few chickens and I find out if you have 21 chickens you’re required by code enforcement to have 20 acres of land, and if you want trash pickup you have to have an acre of land. I still don’t know what 20 chickens is going to do with an acre of land a piece. I met an elderly man who was dying and his wife was working in order to keep things together while all of this was going on and every couple of months they showed up and placed a notice on his door. One of those sorry you’re dying but get out here and mow your grass. Had to rush of neighbor to the hospital with a heart attack because he was paranoid of calling the authorities then at another point a young man said he needed an ambulance I called them we showed up with the ambulance and I thought exactly why that man was willing to die rather than called the authorities to take him to the hospital. If the authorities in Pasco County for operating in another country everybody would be wanting the military to go in and rescue those people. Now they passed a law Banning panhandling on the roadways. It’s legal to steal from a private person less than a felony amount and it is legal to do damage on private property less than a felony amount but it is now it illegal to honestly ask for money. Totally fine, large number of those panhandlers are actually undercover police officers looking inside your car. So now if you see someone standing out there doing it and the police aren’t doing anything about it you know darn good and well that’s what he’s doing. I’ve been in pastel 5 years and my first year in pasta was uneventful clearly they didn’t know a single fugly female I just moved into their Royal Forest so is able to save up enough money to get the eye surgery I needed. At that point they suddenly realized there was money to be had, so I still work the same job still make the same money was never able to save up enough money to even buy a decent meal again. They don’t want to even had a reason to pull any of the BS that they pulled on me, all they had to do was just woke up and asked me. At the time when they were busting in my house over meeting more Warm Bodies for their stone garden my mother had just died they didn’t even give me time to grieve nor did they give me any freedom to go to the funeral. Al Capone even in his later years when his brain was almost completely gone would have been a much more just Authority than what Pasco County has. However I was able to get a complete DNA test after the stone garden scam and I’m kind of disappointed because seriously they could have deported me to Ireland or London. Because I’m 100% sure they would have destroyed all of my identity. And my mother was newly just deceased so who would have been there with proof as to who I was? I’m in the south, you know I ain’t going around bragging that my great grandpa was a Union soldier. All my family that was in Florida did I was close to who at one time or another said I ain’t paying for bottled water when I have a perfectly good tap at home, was in Polk County drinking radiated water and died of unusual cancers. Something that I’m seeing a lot of in the older residence here. The code enforcement rules on the sanitation and septic tanks and others are clearly meant to kill off the lower-income people. A rich child and a poor child does not have the same opportunities in life. The low income child breathe sewer gas at night while the rich child sleeps above those heavy gases with purified air in his home. Support open child drinks lead based water well the rich child’s faucets put out purified soft water. I’m not saying anything the authorities don’t know, with today’s knowledge and today’s education the only reason authorities would act like Pasco County authorities do is because they’re looking to wipe out a whole class of people. However I feel very privileged I be able to see firsthand that Mussolini style government still exist. If I had not have seen this for myself I would have never believed it. There’s only three different types of people in Pasco County, the victims screaming out to God for help, the Predators feeding off of the victims and the privilege for turning a blind eye to the inhumanity happening right in front of their face. Well then there’s me, I’m just a weird duck I don’t fit in any classification. If I get a store and I find something really amazingly cheap I buy a lot of it and I’ll bring it home and share it with all my neighbors. That’s because I live in a low-income neighborhood but I understand the issues with how important an extra bottle of dish soap might be because you had a neighbor it found them on sale for a dollar a bottle. I don’t go out of my way to spend extra if I normally pay $5 for a bottle of dish soap that’s in my budget if it’s on sale for a dollar I get five of them and my neighbor’s get one. Then I have other neighbors that are starting to pick up the same habit. I have two Neighbors that are completely hopeless criminals Who hide their crimes under religious protection. I understand everybody this is going to be just a rant and until they experience any of this they will never understand fully how much difference an open heart in an open mind can make and a good persons life. Out of the 10 Neighbors I personally know only two of them are criminals. The rest are low income and to heard 8 good people to the death like infested rats because of the reputation of two people is one of the most evil things I’ve ever seen. Nothing I said it’s going to change who you are inside, hopefully for some people it reminds them of who they are inside. The man who first said kill them all and let God sort them out when his time came God would have sorted him into the lower realms with the rest of the murderers. I’m not a liberal, politically I’m a no party selected. I grew up with a grandfather who refuse to ever look at a television set. This was a religious thing, it was because of a verse in the Bible that said in the end times prophets will be killed and whole world would look upon their bodies for 3 days. He reasoned that the only way that was going to happen was through the television and as long as one person wasn’t able to see it the end of the world wasn’t coming. Because he cared about everyone on this Earth and as long as they are a live well and healthy they have a chance to change, to do good, to make retribution. Violating people’s rights as a human being not going to benefit anyone but the slave master. Only a criminal will tell a low-income person that they are not allowed to have money because they might commit a crime with it.

    You’re right pasco County sheriff department is doing bad things to people My case was. Illegal foreclosure and eviction from my home that I recently had titled with my mother who passed away. I own the home free a d clear without any liens or mortgage ..This was a mobile home in an adult park which is not a condominium but pasco county has the definition wrong. You are taxed for real property in a mobilehome park but you have a clubhouse that you pay monthly dues… if the president /manager wants to bully you for the lawnmower man not cutting your grass or it you have a cat that has kittens or boxers on your carport or furniture in your carport or porch …cement garden halfwall to provide extra porch space.. if you are trying to repair or paint your home with the same people the park uses etc..lawnmowerman..etc…if there it a hurricane and the nextdoor neighbor loses their carport but yours is ok because you have a half cement wall on your carport
    Etc.etc.etc…. if you have an appeal filed to let the judge rule in your favor because a foreclosure is illegal and your rights are being denied civil rights if you are being discriminated against because you are disabled. And they keep on bullying you because their evil thefts grand theft steal your whole house and everything in it not to mention give you a heart attack on top of your health problems….and if you already paid the dues and they still rob you of everything you have including your good credit status… and the police pasco county sheriff’s help them to steal all of your things and they make you to leave your home without even giving you but 10 minutes to leave…. it will ruin your life…pasco county sheriff needs to be sued for their involvement with the grand theft of illegal foreclosures… I have already contacted the governor….president…I want my house…my things everything…my credit…my health…my life back…the police are supposed to enforce law not aid in committing crimes like grand theft and illegal evictions. ..during covid too…the sheriff was shown the appeal was in process and the judge said the it was stopped but they went and made the owner to vacate and have the mhpark Spanish trails in zephyr hills to steal all of the owner possessions and threatened the owner that she would be arrested if she didn’t leave her home which was illegal because the owner had all rights to her property.     I lived in Pasco County for years (1987 to 2005) and the crime has gotten SO bad in that county that the police are probably fed up. Drugs, prostitution, and all other serious forms of crime is affecting the entire county. Pasco County is known as the ‘armpit of Florida’ for a reason. The people commenting on this article is a strong indication of what kind of people live there.

    Pasco is very corrupt. They literally forced a charge on me. Charged me with a Domesric battery for 2 girls fighting inside the courthouse. 2 females fist fought in a court house. I went to get a bailiff and instead of doing their job they literally called me unnecessary names and falsely accused me, even though I was the one looking for help haha. It’s OK now because it’s kinda funny. Tried to offer me 10 days in Jail just to get a conviction 😆 if the police come to your house again don’t talk to them. Close the door, let the lawyer do the talking. Pasco is very corrupt!

    Targeting children that have certain situaltions and lower grades and targeting homes of people After the people are released from prison, not to arrest the individual but simply because at some time they were arrested is BS!!! Im very sorry what happened to your daughter, but that was not the norm. People should not be harrasessed by the police because they might someday commit a crime.

    I’m so sorry to all those in Pasco County having to go through this humiliation. My advise would be to file a complaint with the Florida Highway Patrol (State Police) and have them investigate. Also file a complaint with our Governor. He can fire Sheriff’s. Good luck and may God bless you all.

    I’ve been arrested and beat up by these assholes before. Land o Lakes Jail is the same way. I’ve had officers get in my face and tell me they gonna beat my ass.

    Yes, there are inexperienced cops with personal bias that affect their work. Every line of work has these people but they are few and far between. It seems to me the entire system is based on probability. It is well known that certain experiences and characteristics in combination contribute to the probability of an individual becoming a career criminal. There will always be outliers. It seems to me they are taking a utilitarian approach of what will do the most good for the greatest amount of people even if a few outliers get screwed over. I personally have had good experiences with the Pasco County Sheriffs office and support the officers attempting to make our community safe.

      Where to start….these inexperienced malcontents have more responsibility than anyone else. They are public servants who are supposed to uphold our rights, not blatantly violate them. Since when is harassment, retaliation, and threatening violence become normal everyday policing?? How have we settled for this…it’s disgusting and dangerous. They wonder why the police backlash nationwide, here’s a ripe example. The veil is being lifted to corrupt policing, they cell phone camera is the worst thing to ever happen to police misconduct.     Thank you to ALL our Law Enforcement personnel on their dangers job of protecting everyone. Support them. It’s frightened to think of how frightening it would be without their efforts. It’s scary enough already even with their efforts because there’s more crime than they can keep up with. This lady should be thankful the cops are actually helping to stop her son from doing more crime and end up in prison forever.

    I agree with her I’m pro police but they harassed me in early 2019 showing up to my house 10times for 10days in a row deputy Abraham was his name harassing me when I tried to call the police I was arrested for misuse of 911 had to go to court and spend a night in jail and pau these crooks 500$ plus a additional 306$ and they harassed my sister and her boyfriend about somthing I did like 2yrs prior to 2019 . then when I asked them why they were at my house they would show up at 8pm 12am 6pm and one time I was suppose to be at work bit my schedule changed and the cop asked why aren’t u at work wtf is it to u when I work so when I’m working ur gonna come around harassing my family and searching my room and stuff without consent or a warrant no thank you you better learn the law buckaro otherwise we gonna have a good old fashion revolution to put the fear of god in some of these cops . and its not all of them its a handful group of them about 12 or more

      I have been in Pasco my whole life just about !! One thing I can say is when I was in different hotels every night in and out of every bar strip club in my hood all day and night for years breaking the law and I was in and out of jail and prison probation house arrest it was non stop for like 11 years lost to fl department of corrections. Lot of money , classes , drug test , check in , pay this , do this , then in the end send my _ ss back to prison any way .. now been out like 5 years still no drivers license they want like close to 40 Grand I I have a judgement on me and when I pay that . then they want payment plan for 10 grand after judgment payed . So I can file bankruptcy witch is 2500 for lawyer and still have the ten gs on the back side payments witch not bad but I can’t save 50 cents right now. Pasco will ruin urlife if you wanna walk that path .

    The ILP program sounds intriguing. While it should not be abused, or used to harrass families, the lady in this lawsuit is clearly harboring a criminal and society can not enable this behavior The son is on parole which means he must check in with his parole officer. If the police do not know where he is then he is in violation. The mother understandably is taking up for her son, however the police have a duty to find him and protect the rest of the community. When a criminal re-offends and hurts another person the police take that to heart. They were supposed to prevent that from happening and it weighs heavily on them.

    Missing or rather, escaped convicts are an extreme case. However I am also in favor of keeping tabs on past criminals and checking in with them on a regular basis for some time. If you know where the source of the crime is, it’s only common sense to keep an eye on it It’s not like the police are doing something unethical here like racial profiling. These are known offenders and re-offenders. Some of these people simply can’t act right if no one is watching them, and their families should form a positive relationship with the police and welcome the help in turning around the lives of their wayward member. If they know the police will be coming around to do their jobs, then have some tea or coffee ready for them. On that note, perhaps this program can be expanded to offer mentoring for recently released individuals to help keep them on the right path. I know people don’t like to hire ex-con which makes the problem worse, yet, if we can subsidize employers to hire people during covid, we can subsidize them to hire ex-cons in a mentoring program who are trying to turn their lives around.

    The article says that the adjacent jurisdictions also saw a reduction in crime. Sounds like they should be grateful to Pasco because criminals don’t just do crime in one place. A burgaler locked up in pasco keeps homes in Hernando and Hillsborough safer as well.

    I’ve been living in Pasco for 8 years! I moved here from Miami with my family and I can say I love Pasco and the people here! I read in the news last year about this program and sherif Nocco trying to help the juveniles to prevent them to become criminals! Some of them don’t even have a functional home and children, youth they need guidance and support!! If you have nothing to hide, what are you afraid of?

    Well here in Florida it’s best to have a fenced in yard that would stop any intrusion into the back part of your property… And you can get restraining orders against police officers… YES… THAT’S RIGHT YOU CAN GET RESTRAINING ORDERS AGAINST EVERY SINGLE DEPARTMENT COP AND CAPTAIN… YOU CAN ALSO TRESPASS THEM FROM YOUR PROPERTY. I hope she’s got a good lawyer because she has a potential to get millions… Of taxpayer dollars which is kind of irritating but justifiable I guess.

    Mom: You should know that when you bang on my door in the middle of the night, it places me in fear for my life. If you do not believe me, keep doing this crap, and I will let the private investigator who volunteered to find where you live and have them bang on your door in the middle of the night.
    Mom: I have nothing else to say to you. You have no legitimate law enforcement need to be here. Get gone. [Door closes and locks.]

    To the family of the woman whose daughter who was assaulted, “i feel deeply for you and your daughte and I understand your position however that was the fault of the same system who is harassing this family. The division of parole should have NEVER allowed a sex offender obviously with Pedophilia into a small community like yours with plenty of children thats on the system. As for this family, the police department doesn’t have a warrant, the cant enter or search the property- that the law in all US states. If the mom is hiding him at this point she’s being a mom. At no point was it mentioned that he was wanted for violating his parole. So there is no reason for “the police” to show up- thats the job of a “parole officer” while they are harassing this family and coming up with nothing, real crimes are in progress,

      He’s an adult and nothing he did involves his mother. After the first, and second time I would start constituting there behavior as harassment and proceed accordingly. You are able to sue law enforcement without them hanging qualified immunity in your face. There are repercussions to policing like this. Untold unforseen erosions if public trust, and the ability to keep getting away with this crap is getting smaller by the day. The worst thing to happen to ‘honest’ police work was the cell phone camera. It finally opened the world to what has been going on for decades, that they flat out denied. their veil is lifting.     Have done a lot of research on Pasco County Sheriff’s Department and they are corrupt to the core. Sheriff Nocco is nothing more than a bully in a uniform that kisses the butt of every politician from the Governor to the Senator. He has no ethics and uses strong armed tactics to attack his constituents. The Sheriff’s department are trained in intimidation, violence, lying on police reports, and will attack anyone even without a legal history. Every citizen is at risk because of these unethical tactics so be very very careful if you live in Pasco County. They are geniuses in creating trumped up charges. The quote made by the police officer is their moto….”either die, death, or arrest”. Pretty much says it all.

    As a conservative WASP it makes my blood boil to hear that LEOs may be arrogantly dismissing ANYONES civil rights in this fashion. Unless they have ‘probable cause’ or ‘reasonable suspicion’ that the son is ‘hiding’ on her property, PCSO should stay the heck off of her property. There is nothing that would prevent them from staking out and watching her property. If PCSO is so sure of that the son is there, they should present that information to a judge and get a Search Warrant.

    If what this woman says is false, and she is playing the public, it will backfire on her eventually.

    This woman is telling the truth. Have personally witnessed their tactics which have ruined innocent lives. Their tactics are based on the governing bodies from the top brass down to the officers in Pasco County that believe it it ok to ruin innocent people’s lives. By top brass, I am talking about well known political figures in the Florida political arena. This is the champion of sleazy police work. Hope the Tampa Bay Times continues to dig into this most corrupt police department led by the most corrupt Sherriff. Sherriff Nocco you lead by example. A very corrupt example. Cannot believe this happens in America. In conclusion, the Governor is disgusting in his recent behavior bullying students to take off their masks during his most recent press conference in front of their peers, teachers, administrators, and public constituents. What an asinine display of ignorance. His actions set the example for others to govern inappropriately.
