RPOF picks Heather Manso as finance chief, Gretchen Picotte to consult

State Rep. Blaise Ingoglia, chairman of the Republican Party of Florida, is bringing on Jacksonville-based Political Capital to lead RPOF fundraising efforts in the 2016 election cycle.

Ingoglia also chose Heather Manso as full-time RPOF finance director, starting June 1.

“With these three additional hires we are setting the RPOF up for success in 2016,” Ingoglia said in a prepared statement. “Strong fundraising efforts will be vital to our success as we move toward the 2016 election.

“We need to ensure that we have the tools needed to succeed, and I know this team will deliver.”

Political Capital founder Gretchen Picotte has more than 15 years of experience in Florida politics. She started the firm in 2007 during her time as Florida finance director for the Rudy Giuliani Presidential Committee. Picotte also led finance operations for several presidential, U.S. House and Senate races, as well as statewide races.

Co-founder Rick Porter was a former staff member for U.S. Secretary of Housing and Urban Development Mel Martinez during his Senate bid in a variety of roles, including deputy regional field director.

Porter has also worked on various campaigns including presidential races, House and Senate races, as well as races throughout Florida.

Manso, recently with Taylor Strategies, worked in the Senate Majority Office under Leader Lizbeth Benacquisto. She previously worked at Contribution Link, providing detailed fundraising plans in both hard and soft dollar efforts.

After starting her political career in 2009 with the Florida House of Representatives, Manso later worked with the Florida Association of Health Plans.
